<br /> <br />i-" <br />CD <br />o <br />l\) <br /> <br /> <br />should be used at the beginning of a project to rank farms, set treatment <br />priorities, and h~lp determine implementation strategies. <br />The Vermont project used models in assessing sources of agricultural <br />nonpolnt source phosphorus and sediment, critical and total pollutant <br />loads, and potQntlal changes over time. For example, that process Iden- <br />tified a wastevJater treatment plant in the project area as a significant <br />source of phosphorus to St. Albans Bay. Vermont also used the models to <br />match needs with BMPs. <br /> <br />iii Nutrient an, w$ter budgeting techniques can be used to quantify <br />pollutants and'their sources. It is important to note that non point source <br />models should ~ot be relied upon to demonstrate water quality results. Non- <br />point source mddels are used in the RCWP to estimate the impact of BMPs <br />on pollutant ge~eration and export, but not to demonstrate the project's ef- <br />fect on, wati;lr ~uallty. In addition to its modeling activities, the Vermont. <br />project estimat~d annual nutrient and water budgets to determine the rela- <br />tive contributions of point and non point sources. ' <br />Nutrient budgeting is being used extensively in Florida to meet the legal <br />requiri;lment that nutrients be baianced at the farm level. The intent of the' <br />regulation is to recycle all nutrients produced on livestock operations ' <br />through nutrlenl budgeting. The Florida RCWP has helped reduce phos- <br />phorus in effluent from dairies and beef cattle operations. <br />South Dakota Is completing a water and nutrient budget study for a lake <br />system to aSSess sources and sinks in this system. These data will be <br />used, to model! how changes In agricultural practices may affect water <br />quality.
