We doubt that these interests wi 11 be protected by i ncreas i ng <br />the release from the reservoir to an amount in excess of what the ditches are <br />diverting. In the latter case, return flows make it very difficult to determine <br />the amount of excess water to be released. The procedures proposed by Hill and <br />Robbins need to address the rate of release of stored flows. The rate of <br />release should be as high as practical. <br /> <br />If the State of Colorado is going to store water under the auspices of flood <br />control, but outside the Corps flood control regulations, the State needs to <br />develop a criteria for storing these flood flows. This criteria, at a minimum, <br />should state the location and magnitude of threshold flows above which inflow to <br />Trinidad will be stored. <br /> <br />H. Water Exchanges <br /> <br />Art i c 1 e V of the Operat i ng Pri nci p les provi des for the estab 1 i shment and ma i n- <br />tenance of a permanent fishery pool in Trinidad Reservoir. This article <br />requi res the water for the i nit i a 1 and subsequent fill i ngs and for rep 1 ac i ng <br />evaporation and seepage losses of the permanent fishery pool be acquired by the <br />State of Colorado. To meet this requirement, transmountain water stored in the <br />Upper Arkansas River Basin was purchased. Transmountain water was also <br />purchased to supplement the irdgation supply of the district. All of the <br />transmountain water was transferred into Trinidad Reservoir by exchange under <br />the di rect i on of the Oi vi s i on 2 Engi neer as authori zed by Co 1 orado Water Law <br />Articles 37-80-120, 37-83-101 and 37-83-104. This was accomplished by storing <br />out of priority the inflows to Trinidad Reservoir and releasing transmountain <br />water from storage in the Arkansas River Basin to make up for the depletions <br />caused by the "out of priority" storage at Trinidad Reservoir. The Division 2 <br />Engineer's daily water orders to the Bureau for reservoir releases from Pueblo <br />Dam show dates and amounts of exchanges for the Trinidad Project. These <br />water orders are tabulated in Table 15. The tabulation shows 14,938.38 acre- <br />feet of transmountain water stored by exchange in Trinidad Reservoir from May <br />1980 through Ju ly 1980, 52.31 acre-feet in August 1982, and 4,824.81 acre-feet <br />stored from May 1984 through September 1984. During this same period an equal <br />amount {19,815.50 acre-feet} of transmountain water was delivered ,to John Martin <br />Reservoir. <br /> <br />It shou 1 d be noted that by deli veri ng the same amount of water to John Mart in <br />Reservoir as was stored in Trinidad Reservoir under exchange, John Martin <br />Reservoi r recei ved more water than had the exchange not taken place. Had the <br />native water, which was stored in Trinidad Reservoir, flowed down the Purgatoire <br />River to John Martin Reservoir, some of the water would have been depleted by <br />channel losses. Based on criteria used by the Bureau in the 1961 and 1964 <br />Studies, there is a transit loss sustained on all water between Alfalfa and <br />Highland Diversion. This loss would result in a reduction of inflow to John <br />Martin Reservoir. The loss curves used for determining the channel loss below <br />Alfalfa are shown on Exhibits 7, 8, and 9 in the 1961 Study. In addition, the <br />office of the State Engineer in March 1976 issued a report entitled "A Study of <br />Trans i t Losses in the purgato ire Ri ver - Southeastern Co 1 orado" in wh i ch the <br />State Engineer concluded that the data available at the present time does not <br />permit the development of an absolute relationship which would give quantitative <br />estimates of losses, but is certain that there are definitely some losses in the <br />Purgatoire River. <br /> <br />51 <br />
