<br />.. <br /> <br />"""" <br />...... <br />o <br />o <br /> <br />At the same hearing, Amoco submitted an alternate plan to shutting-in the ten wells. <br />Amoco's proposal was to gather technical data and scientifically evaluate the cause of <br />these seeps. The proposal was to drill three monitor wells in the area and obtain as <br />much technical information as possible from these wells, log water wells in the area, <br />shut-in the Gurr #1 for a well test, and evaluate the possible impact of converting the <br />Gurr #1 to, an injection well. Amoco stated three reasons for the gathering this <br />information. First, the shut-in alone would not address the factors contributing to the <br />complexity of the system in the area. Secondly, an opportunity to obtain important <br />information would be lost by shutting-in the ten wells without well testing. Finally, if the <br />ten wells were shut-in and the seepage decreased, the response could not be attriouted <br />to anyone well or group of wells. The Commission approved Amoco's proposal. <br /> <br />Also in No\(ember of 1993, the Director of .the COGCC formed the Pine River <br />Investigative Team. The Team would independently evaluate the technical data for the <br />area inclUding that obtained by Amoco's testing program and draw conclusions about <br />the source of the gas in the subdivision. <br /> <br />~ <br /> <br />One of the tools used to determine the cause of the gas seeps in the subdivision was <br />reservoir simulation. Reservoir simulation utilizes a computer model to calculate fluid <br />flow and pressure changes in a reservoir. Since none of the team members had <br />sufficient experience in this area, the COGCC contracted with Advanced Resources <br />International, Inc. to assist the Team with the well test evaluation and the reservoir <br />simulation. <br /> <br />SUMMARY <br />Based on all available data and information, the investigative team produced numerous <br />findings. Although different from those promoted by Amoco in their report entitled Pine <br />River Fruitland Coal Outcrop Investiqation dated September 15, 1994, the team's <br />conclusions are based on reasonable, straightforward logic .and observations.
