<br />c () n 3 ? i_ <br /> <br />PREFACE <br /> <br />This assessment of research on the fish and wildlife impacts of <br />Western water allocation was prepared at the request of, and under contract <br />to, the Office of Biological Services of the U. S. Fish and Wildlife Ser- <br />vice. The funds came originally from the U. S. Environmental Protection <br />Agency. The assessment has two purposes. The first is to provide a more <br />nearly balanced and comprehensive basis for judging the social utility of <br />allocating funds and personnel for various types of research aimed'at im- <br />proving decision-making in the subject area. The second is to stimulate, <br />in the process of analysis, a more systematic appraisal of research needs <br />by scientific investigators in cooperation with the users of their re- <br />search findings. <br />A long list of persons involved in widely varying capacities in <br />research and/or decision-making in water allocation, energy development, <br />and/or fish and wildlife have contributed valuable ideas and suggestions <br />to this research assessment. We are particularly indebted to Gilbert F. <br />White, our senior "sl1ent partner," for wise counsel, encouragement, and <br />assistance throughout this project. Our faculty consultants, Henry P. <br />Caulfield, Jr., James N. Corbridge, J. Ernest Flack, Charles Howe, Robert <br />Pennak, and Horace Quick provided essential expertise in their respective <br />areas. Literature reviews were conducted by Darryl Harvey, Dale Mayer, <br />Gergely Markos, Alex Ortiz, George Weber, and Dean Wilder. Judith Hill and <br />Gene Patterson-Black capably and cheerfully carried the burdens of office <br />management and manuscript typing. Richard Nervig prepared the maps, draw- <br />ings, and cover design. Gene Patterson-Black served as editor for this <br />report. Beyond this, many persons have helped through personal discussions, <br />through correspondence, through review of an earlier version of the report, <br />and through participation in a research conference where that earlier ver- <br />sion served as focus of discussion.
