<br />Ci);~3'~~ <br /> <br />ABSTRACT <br /> <br />Major water allocation changes are occurring in the Upper Mis- <br />souri Basin because of urban expansion, energy development, and possibly <br />irrigation. Some water can come from existing supplies. Some may be <br />transferred from irrigation. Much will come from reservoirs, new and <br />existing. Direct fish and wildlife impacts will occur through streamflow <br />reduction, reservoir construction. water pollution, and through habitat <br />changes caused by reduced water supplies to land areas. <br />Existing decision-making institutions frequently fail to give <br />adequate weight and protection to fish and wildlife values. Most state <br />water laws fail to safeguard minimum streamflows for fish and wildlife <br />protection. Federal water project planning has been criticized for in- <br />adequate consideration of fish and wildlife. <br />Two complementary means of improving this situation are (1) modi- <br />fication of water allocation and decision-making institutions, and (2) <br />provision of more information on potential fish and wildlife impacts <br />through channels and in ways facilitating information use.
