Producing such information has become <br />a major industry in modern society. The payoffs from this activity can be <br />great, if they lead to better choices among the alternatives which will <br />shape the future. However, guidance is needed to ensure investigation of <br />the most important questions. It is to that end that this research assess- <br />ment is directed. It is intended to provide assistance for those whose <br />responsibility includes allocating funds for the support of research on the <br />fish and wildlife impacts of energy development in the Upper Missouri River <br />Basin. <br /> <br />This report is characterized by six principle foci: <br />1. It is a research assessment whose objective is to eval uate <br />opportunities for productive research. <br />2. It is concerned with a limited geographical setting, namely <br />those portions of the Missouri River Basin including and <br />upstream of the Platte River subbasin (Figure 1). For con- <br />venience, this area is called the Upper Missouri Basin, al- <br />though the area so designated by the Water Resources Council <br />is much less extensive. <br />3. It places emphasis upon potential energy development as a force <br />for change in the region. This emphasis springs from the <br />use of Environmental Protection Agency funds for the support <br />of the work. <br />4. It gives special attention to water allocation as the means <br />through which changes in human activity are transformed into <br />impacts upon the natural environment. This focus is also <br />provided by the terms of the contract under which the work <br />has been done. <br />5. It is concerned with those impacts upon the natural environ- <br />ment which produce changes in the numbers and species of fish <br />and wil dl ife. <br />6.
