<br />Operation and maintenance cost of the recommended off-farm <br />distribution system would be $50,000 annually. <br /> <br />Total cost for the recommended plan, including $2,435,000 for <br />technical assistance, $595,000 for monitoring activities and <br />$420,000 for information and education activities is $10,350,000. <br />Total annual program cost of the onfarm and off-farm systems, <br />including operation and maintenance costs of $70,000 is $964,800. <br /> <br />Downstream annual benefits are $1,037,800 based on a reduction of <br />1.9 milligrams per liter in salt concentration in the Colorado <br />River at Imperial Dam near Yuma, Arizona. Surface flow to Lake <br />Mead would be increased by 5,500 acre-feet annually and <br />groundwater flow reduced by 4,700 acre-feet annually. The value <br />of the 800 acre-feet of water not consumed is $44,000. Annual <br />onfarm benefits accruing from implementing Alternative 5 are <br />$121,700. This includes annual labor savings of $17,700. Total <br />program benefits are $1,293,500 annually for a 50-year period. <br /> <br />Based on 18,700 tons of salt reduction per year, and federal <br />annual cost of $715,800, the cost effectiveness is about $38 per <br />ton of salt removed. <br /> <br />There will be no impact to the 1,189 acres of natural wetlands in <br />the study area. About 43 acres of the 2,868 acres of irrigation- <br />induced wetland habitat will be lost or will convert to upland <br />wildlife habitat by installation of the pipelines. Another 215 <br />acres of irrigation-induced wetlands may be impacted by the <br />installation of onfarm practices. Together, this represents <br />about 6 percent of the total wetlands. Replacement of habitat <br />values lost by installation of the project will be encouraged <br />through a voluntary program. Better quantity and quality water <br />delivered to the Overton Wildlife Management Area near Lake Mead <br />will allow,enhanced management and development of additional <br />wetland and upland habitat. <br /> <br />003132 <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Physical land treatment of rangeland in Moapa Valley can not be <br />justified and is not considered in this plan. There is no forest <br />land. Unique cultural, historical, archaeological, or natural <br />resources will not be significantly impacted by the installation <br />of proposed measures. <br /> <br />Implementation of the Recommended Plan would require a 70 percent <br />or greater federal cost-share assistance to assure adequate <br />participation, Land users, Clark County, and the state of Nevada <br />would furnish the remaining 30 percent or less, plus annual <br />operation, maintenance, and replacement costs. Proper irrigation <br />water management of the improved systems will be essential to <br />achieve the salinity control objectives. <br /> <br />Monitoring of irrigation water management and related resources <br />affected by the improvements will be continued and expanded to <br />assess impacts of proposed salinity control measures.
