Subject to approval of the Recovery Implementation Program, the <br />Habitat Restoration Program may be able to assist the landowner <br />in resolving other concerns, such as exacerbation of mosquito <br />or noxious weed problems. <br /> <br />Progress will be evaluated at the end of the first year's <br />activities, and adjustments will be made to refine activities <br />planned for the second year. After the second year, results of land <br />acquisition activities will be reviewed and evaluated to determine <br />if extension of the contract is warranted. <br /> <br />I. <br /> <br />Task Description and Study Schedule (FY 1996) <br />Contract project leader 12/95-3/96. <br /> <br />2. <br /> <br />Project leader develops community relations throughout local <br />community; begins making informal contacts with landowners to <br />introduce concept of short-term agreements (ongoing). <br /> <br />3. <br /> <br />Develop easement agreements 3/96-9/96 <br />a. Contact owners of selected properties. <br />b. Identify needs/desires of landowners; determine if they <br />would be interested in some form of agreement. <br />c. Draft tentative agreement. <br />d. Obtain right to investigate (right of entry permit). <br />e. RIP and ESA authorization. <br />f. Screen for contaminants (Hazardous Waste Survey). <br />g. Determine floodability of site. <br />h. NEPA compliance. <br />i. Conduct appraisals. <br />j. Solicitor review of draft agreement. <br />k. Negotiate and finalize agreement. <br />1. File easement; pay landowner <br /> <br />Note: 3.f. Contaminants, 3.Q. Floodablitv. and 3.h. NEPA, will be funded <br />from other Habitat Restoration ProQram components. <br /> <br />Following are time estimates (per site) for portions of the proces~ <br /> <br />-Appraisal process: 3-6 months <br />-Negotiation process: 1-3 months <br />-Title clearance, legal review, closing: 1-6 months <br /> <br />=================================================== <br /> <br />-Total: 5-15 months per site <br /> <br />IX.
