<br />LA <br /> <br />FWS and UDWR are developing an updated report on Green River <br />floodplain landowners which will be available December 1995. The <br />report will include maps and aerial photos with landowners <br />superimposed, and lists of landowners with acreage, names, <br />addresses, phone numbers, etc., so that we can further refine <br />priorities and begin dialogue with the floodplain landowners. <br /> <br />VI. Study Methods/Approach <br />StrateQV: <br /> <br />1. Personnel: <br /> <br />Contract one person to work directly with landowners and coordinate <br />with agencies to implement habitat protection. This person should <br />live and work in the project vicinity to maintain daily visibility <br />and communication with agencies and key landowners. It is extremely <br />important that this person be very adept in working with landowners. <br />Biological knowledge and skills must be secondary to social skills <br />and abilities. <br /> <br />This person should have some knowledge in land acquisition, <br />cooperative agreements, and other habitat protection tools. This <br />person must be given wide latitude in early stages of the project to <br />be creative in working with landowners. He/she will be responsible <br />for coordinating all aspects of the acquisition process, from making <br />the initial contacts with landowners to final habitat restoration. <br />The individual will coordinate among landowners, appropriate State <br />and Federal agencies, and the Recovery Implementation Program. The <br />individual will also assist with implementing the Habitat <br />Restoration Program public involvement plan for the Vernal/Jensen <br />area, and be an ambassador for the Recovery Implementation Program <br />in the Vernal/Jensen area. <br /> <br />The individual contracted to conduct this effort will get the word <br />out to floodplain landowners about the Program. Then he/she will <br />contact owners of the most floodable lands (based on the 1993 High <br />Flow Damage Assessment Report; the Flooded Bottomlands Inventory <br />Report; aerial photos taken during the high flows of 1993-1995; and <br />lands within the IO-year floodplain). He/she will meet with <br />landowners, identify their needs and concerns, and draft agreements <br />that will be mutually satisfactory. Assuming that tentative <br />agreements can be reached, then the acquisition process will begin, <br />which includes assessment of floodability, appraisals, contaminants <br />screening, NEPA, solicitor review, etc. If no major problems arise, <br />then the agreement will be finalized, and the habitat restoration <br />process can begin. <br /> <br />2. AQreement Options: <br /> <br />-Partners for Wildlife Program--this approach can utilize standard <br />short-term agreements for habitat restoration or management, with <br /> <br />7 <br />
