L~

Wetlands Reserve Program were sent out to 40 floodplain landowners.
Unfortunately, no one responded to the invitation or expressed any
interest.

6. Have The Nature Conservancy Develop Agreements with Landowners

At present, TNC does not have the time or people available
to development of agreements with Jensen area landowners.
not mean, however, that a person could not be hired.

7. Develop Cooperative Agreement with the Uintah Soil Conservation
District Board

to devote
That does

This option would allow hiring a qualified individual that lived and
worked in the Vernal/Jensen area to develop agreements with area
landowners. This was the option of choice until recently, but the
Board decided that the Program was too controversial and they did
not want to get involved.

8. Contract with Qualified Individual

The approach would be to employ an individual that lived in the
Vernal/Jensen area, that had good rapport with area residents and
landowners, that would work full time at developing
easements/agreements with floodplain landowners, and that would
assist with Recovery Program I&E and public relations in the
Vernal/Jensen area. At present, this is the option of choice.

V. Study Area

This plan pertains to the Green River floodplain between Pariette
Draw (RM 238) and Dinosaur National Monument (RM 318). During FY
96, a similar plan will be developed for the Gunnison and Colorado
rivers. If, during FY 96, opportunities arise in high-priority
geographic areas within the Gunnison and Colorado rivers, the
Habitat Restoration Program will capitalize on them as time and
money allow.

There are -111 privately-owned floodplain properties between DNM and
Pariette. The following are criteria are considered to determine
which landowners to contact first:

1. Property located within the 100-year floodplain.
2. The most "floodable" properties will be targeted first (i.e.,
properties which flood at the lowest flows; determined by
aerial photos, and 1993 High Flow Damage Assessment surveys).
3. No known contaminants problems (based on existing data).
4. Surface acreage.

Based on these criteria, on the Bottomlands Reconnaissance
Inventory, and on results of the 1993 High Flow Damage Assessment
surveys, lists of private and Tribal lands have been compiled as a

4
