Its importance to <br /> <br />both water users and administrators cannot be overemphasized. <br /> <br />III EX I~JliiG -"-I'\C I LITY <br /> <br />1 The existing diversion structure is the product of efforts <br /> <br />::~ <br />'<i <br />"1 <br />,-, <br /> <br />>, <br />;.!j <br /> <br />ri <br /> <br />~! <br /> <br />., <br /> <br />, ; <br />I <br /> <br />dating back to 1380, according to local sources, to control, and <br /> <br />divide the water derived from the Costilla Creek drainage. The <br /> <br />original structure was of wood construction. It was replaced in <br /> <br />the early 1920's with a concrete and masonry structure which has <br /> <br />been patched, extended and buttressed with concrete in the follow- <br /> <br />in9 50 years. <br /> <br />There are definite indications of settlement and differential <br /> <br />and lateral movement of segments of the structure. The segments <br /> <br />have little, or no reinforcing and the entire structure has an In- <br /> <br />adequate cutoff wall to prevent underflow. The vertical walls of <br /> <br />the Costilla Creek control section have rotated inward binding the <br /> <br />radial gate which has had to be buckled to permit its operation. <br /> <br />There appears to be no way to restore or salvage any of the <br /> <br />existing structure, or incorporate it in the proposed structure. <br /> <br />Its value at this point in time appears to be as a coffer dam and <br /> <br />control during construction of a new structure. <br />
