This has been done and is presented in the proper section. <br /> <br />A public meeting was held in Costilla, New Mexico on October <br /> <br /> <br />30, 1974. Representatives of Eastdale Mutual Ditch, Acequia Madre, <br /> <br />~io Costilla Cooperative Livestock Association and Jaroso 11utual <br /> <br />Ditch organizations were specifically invited to attend and public <br /> <br />attendance was encouraged. The purpose of the meeting was to per- <br /> <br />mit rJater users in the area to offer their comments. Particularly <br /> <br />suggestions for a new structure or criticisms regarding the exist- <br /> <br />ing structure rJere encouraged. <br /> <br />The discussion included suggestions for an equalization pond, <br /> <br />or ponds, to be located immediately above the existing structure, <br /> <br />and/or at a site approximately two miles above the structure. These <br /> <br />suggestions merit further consideration; however they are outside <br /> <br />of the Scope of this study. <br /> <br />The problem most discussed was that concerning sand loads in <br /> <br />Costilla Creek. It was generally agreed that during irrigation sea- <br /> <br />son it was a continual problem causing unnecessarily high mainten- <br /> <br />ance costs in the several ditch systems. While sand problems in <br /> <br />streams are normally associated with high flows, releases from Cos- <br /> <br />tilla Reservoir cause a fairly continuous problem related to trans- <br />
