I have not done extensive work in the area, and this is a relatively complex <br />matter, but this is my level of understanding. <br /> <br />I would begin by dividing the subject into two areas; one is the Upper Colorado <br />River Basin Fund, including the annual rate and repayment study, and two is the <br />"post-1989 power marketing criteria," and related EIS. <br /> <br />Upper Colorado River Basin Fund <br /> <br />The Upper Colorado River Basin Fund was created under Section 5 of the <br />Colorado River Storage Project Act (April 11, 1956, Ch. 203, 70 stat. 105). The fund <br />exists in the Treasury of the United States and shall remain available until expended <br />for carrying out provisions of the CRSP Act other than section 8 activities. Section <br />8 deals with public recreation facilities and facilities to either mitigate or improve fish <br />and wildlife conditions. <br /> <br />The Upper Colorado River Basin Fund receives money from either <br />Congressional appropriations for CRSP and participating projects in the form of <br />advances from the general fund of the U.S. Treasury or revenues collected in <br />connection with the operation of the CRSP and participating projects. The fund is <br />used first to cover any emergency and normal operation, maintenance and <br />replacement expenses associated with CRSP and participating projects. Revenues in <br />excess of the above then are paid annually to the General Fund of the U.S. Treasury <br />to return the costs of each feature allocated to power, municipal use, interest on the <br />unamortized balance for power and municipal features and costs allocated to irrigation <br />under section 6 of the CRSP Act. <br /> <br />-'-'_. .1" <br />
