The implementation of a water bank involving FLCC water (or <br />any other alternative) is a decision left solely to the FLCC and its shareholders. The ideas <br />contained in this Final Study Report present one pOssible option for the FLCC, but are not <br />intended to limit the range of alternatives or implementation strategies. Rather the conceptual <br />design being presented is intended to provide a basis from which discussion of future options can <br />begin. During these discussions, the conceptual design can be fine-tuned and modified as needed <br />to meet the needs and goals of the FLCC and the region. It is anticipated that these discussions <br />would necessarily involve business and community leaders, other water rights holders, and state <br />water officials before any final plan is selected and put into operation. <br /> <br />Final1y, it is important to note that while the FLCC graciously shared information with the CWCB <br />and the consultant conducting the study, the views expressed in this report are not to be taken <br />as any indication of the official position of the FLCC. Ukewise, preparation and acceptance of <br />the report by the ewcs would not be interpreted ~ indicating official state endorsement of the <br />conceptual design recommended herein. Quite simply, there is no one way for agricultural water <br />I <br />users to meet the challenges they face today, nqr is there any desire or ability for state <br />government to impose a solution on those water users or on other water users in the region. This <br />Final Study Report is intended to advance the discussion of future options, not to end the debate. <br />Hopeful1y, the various audiences to whom it is addressed will find it useful for that purpose. <br /> <br />Daries C.
