They also furnish a yearly summary. Records are filed in the
Decree Accounting Binder.

Boulder Citv - Return flows for Boulder City are its share of the line losses.
proportioned according to its share of the total water diverted (water
diverted to the National Park Service. Boulder Canyon Project, and Boulder
City) shown on the Boulder Canyon Project report submitted monthly from Hoover
Dam. A response to an earlier
Reclamation request, which outlines the reasons for the City of Needles not
continuing to submit the requested monthly report, is included at the end of
Section 3B. The 1989 summary provided by the City of Needles reflects an
accoun~ing procedure which Reclamation at this time has not accepted. The
summary was used, however. to compute the 1989 consumptive use for. the Ci~y of
Needles. Return flows were taken to be only the returns from the Sewer Plant.
No 1990 su..ary has appeared at the time of this writing. It appears likely
that another request for the 1990 data will have to be made.

Me~oDolitan Water District - Return flows credits for MWD for final
accounting are the sum of the seepage flows from Copper Basin Reservoir and
Gene Wash Reservoir at Copper Creek No.1. Gene Canyon No.1. and Desilt and
Eureka Washes. minus 15 acre-feet for phreatophyte use per month. These
records are supplied somewhat irregularly by MWD. At times it is necessary to
request MWD to continue sending them. Monthly accounting procedures use an
estimate of 10 acre-feet per day for return flow credit. The USGS reports in
their Water~Oata Report that this 10 acre-feet amount "is used for accounting
.
purposes.. This is only accurate in that it npplies to monthly accounting

54

I
