USDA should support passage of this legislation <br />and should be prepared to carry forward these Congressional direc- <br />tives by assigning personnel and budgeting the needed funds. <br />Environmental Protection Agency (EPA) <br />The Council recommends that the EPA actively support the <br />proposed legislation and fundin~ for salinity control activities <br />conducted by the Departments of the Interior and Agriculture. These <br /> <br />programs are essentail to maintaining the salinity standards <br /> <br />adopted by the States and approved by EPA. The Council urges <br /> <br />continued close coordination between the various EPA Regional <br /> <br />Offices which have responsibility for activities within the <br /> <br />Colorado River Basin. In addition, representatives from EPA <br /> <br />should actively participate in the activities of the USER and <br />USDA salinity control planning teams. <br />The Council urges EPA to assist in implementing Forum <br />policies, particularly the NPDES permit policy and the policy <br />encouraging the use of brackish and/or saline waters. The EPA <br />Regional Offices should continue to work cooperatively with the <br />Basin states in water quality management programs including <br />State/EPA agreements, 106 and 208 activities. <br />The Council also urges that EPA support SB 2202 which is <br /> <br />now before Congress. <br />
