USDA should support passage of this legislation
and should be prepared to carry forward these Congressional direc-
tives by assigning personnel and budgeting the needed funds.
Environmental Protection Agency (EPA)
The Council recommends that the EPA actively support the
proposed legislation and fundin~ for salinity control activities
conducted by the Departments of the Interior and Agriculture. These

programs are essentail to maintaining the salinity standards

adopted by the States and approved by EPA. The Council urges

continued close coordination between the various EPA Regional

Offices which have responsibility for activities within the

Colorado River Basin. In addition, representatives from EPA

should actively participate in the activities of the USER and
USDA salinity control planning teams.
The Council urges EPA to assist in implementing Forum
policies, particularly the NPDES permit policy and the policy
encouraging the use of brackish and/or saline waters. The EPA
Regional Offices should continue to work cooperatively with the
Basin states in water quality management programs including
State/EPA agreements, 106 and 208 activities.
The Council also urges that EPA support SB 2202 which is

now before Congress.
