<br />DRJ\.fT <br /> <br />l.. ~'. <br /> <br />4.0 ORGANIZATION AND PROCEDURES <br /> <br />U\ <br />m <br /> <br />The Recovery program described in this document provides a framework for <br />identifying and implementing those elements outlined in Section 3.0. It's <br />intent is to provide for the protection and recovery of listed and proposed <br />fishes in the San Juan River while complementing actions presently being <br />undertaken in the Green and Upper Colorado River subbasins. <br /> <br />4.1 COOPERATIVE AGREEMENT <br /> <br />The Regional Directors of Fish and Wildlife Service (Region 2 and 6). Bureau <br />of Reclamation, and Bureau of Indian Affairs. the Governors of Utah. Colorado <br />and New Mexico, and the four Indian Tribes will execute a Cooperative <br />Agreement endorsing and adopting the San Juan Basin Recovery Program. The <br />Agreement will incorporate the terms, objectives. and undertakings of that <br />program and will commit each party to its timely implementation. The <br />Cooperative Agreement will be executed under statutory authority of the <br />Endangered Species Act and other appropriate State. Federal, and Tribal laws. <br /> <br />Water development and environmental groups (that choose to participate in the <br />program) will enter into a supporting resolution that establishes their <br />support as well as their expectations and responsibilities for the programs <br />provisions. <br /> <br />4.2 COMMITTEES <br /> <br />The Program will establish Oversight and Biology Committees pursuant to <br />Sections 2 and 4 of the Endangered Species Act as well as other applicable <br />1 aws, <br /> <br />The representatives will be selected by each group. Representatives will <br />serve either on the Oversight Committee or on the Biology Committee.
