<br />(3) "Improved property" means a detached, one-

<br />(i) Moratorium lasts for 5 years (until Oct. 2, 1973)
<br />(ii) Additional 3 years for Congress and additional
<br />1 year for Secretary on a recommended river.
<br />No H.S. lIgency will recommend suthorization or v'
<br />request appropriations during the 5 year (+3 year)
<br />moratorium without s~ advising Secretary 60 days
<br />in advance and notifying Congress at time of
<br />request. Projects outside river area having no
<br />effect on the area not affected.
