<br />5.1 What is. the distinction between the "entire river" IllId the "entire
<br />main stem" as used in section 5(a)?
<br />
<br />The .terms "entire river" or "entire main stem" were intended to pre-
<br />scribe the extent to which a study would consider tributaries. Thus,
<br />IllI "entire main stem" study excluded tributaries; whereas, an "entire
<br />river" included tributaries. In all cases, however, the foremost
<br />limitation is the State identified in the specific'lllllguage.

<br />No. Identification of a river area under the provisions or section
<br />.5(d) does not prohibit plllllning or construction programs or programs
<br />to change existing uses in the river area....Section 5(d) .of the Act
<br />does require that an environmental evaluation be made on all projects
<br />(to change existing uses of the river or adjacent river area. This
<br />evaluation is in addition to an environmental statement that may be
<br />required under the National Environmental. Policy Act. The river area
<br />is defined as including the total environment which significantly
<br />influences the scenic quality of the river. (November 12, 1970)

<br />road, bridge or trail construction, timber sales, range improvement
<br />projects, rights-of-way, mineral leases, land exchange, public land

<br />5.4 Must rivers identified under the provisions of 5(d) meet the criteria
<br />for inclusion in the national system?

<br />Not necessarily. Identification under the proviSions of 5(d) is not a
<br />determination that a river meets the criteria for inclusion in the--
<br />national system. Rather such identification means that the river
<br />appears to have the qualities which mi~ht make it worthy or keeping in
