Thus, <br />IllI "entire main stem" study excluded tributaries; whereas, an "entire <br />river" included tributaries. This <br />evaluation is in addition to an environmental statement that may be <br />required under the National Environmental. Policy Act. The river area <br />is defined as including the total environment which significantly <br />influences the scenic quality of the river.
