<br />OOOtj"/' <br /> <br /> <br />GOALS AND OBJECTIVES <br /> <br />The Bureau of Reclamation's Project Skywater, with local <br />and state cooperation, will initiate and conduct a priority <br />research effort with a primary goal of establishing a veri- <br />fied, working technology and operational management framework <br />by 1980 capable of producing additional rain from cumulus <br />clouds in the semi-arid Plains States. Continuing con- <br />tributions during this research will also be made toward <br />improving the operational tech~ology and enhancing con- <br />fidence in its use. The program is titled "The High Plains <br />Cooperative Prof'ram." <br /> <br />There are several indications that cloud seeding methods <br />work, particularly when guided by radar and computer pre- <br />diction models using immediate meteorological inputs. Yet <br />an acceptable level of scientific confirmation of the actual <br />rain increase and economic value from cloud seeding remain <br />elusive. In addition, there are gaps in understanding <br />seeding dynamics and identifying the overall potential and <br />comprehensive effects. The immediate program target is <br /> <br />1 <br />
