<br />2. A more representative cross-section of Plains' <br />economic, agricultural, social, and environmental <br />impacts can be assessed. <br />3. Chances of a series of very dry or very wet seasons <br />in anyone area that could cause extensive delays <br />in acquiring test cases are reduced. <br />4. More effective multiple use of expensive equipment <br />and skilled manpower can be made. <br />5. Sequential observations through several areas can <br />define the changing characteristics of cumulus <br />clouds within airmasses or of moving weather systems <br />and can establish overall precipitation producin~ <br />efficiencies and water budgets. <br />6. More groups and key individuals with different <br />ideas and scientific approaches will be involved <br />and lead to a more thorough, rapid development. <br /> <br />While an extensive approach is preferred, it cannot be <br />overdone to cause a dilution of available resources an~ <br />scientific effort.
