00067~

a major statewide program and Kansas sponsored a cooperative
research-operational project in 1972. The Bureau of
Reclamation, through Project Skywater research, has con-
tracted field experiments and environmental-economic
studies in Montana, Wyoming, North and South Dakota,
Oklahoma, New Mexico, Texas, and Illinois; conducted major
emergency drought-relief operations in Texas, Arizona,
and Oklahoma upon request of the Governors; and provided
scientific evaluation and computer system support to
projects in North and South Dakota. In the Northern Plains,
a Precipitation Management Committee has been formed of
Governors' representatives to formulate and review long-
range plans for interstate cooperation in state and regional
projects. The National Science Foundation is undertaking
an intensive hail suppression research experiment in
Colorado and sociological studies in several Plains States.

Scientific capabilities in weather modification have grown
within the states, complementing the expanding interest.
University scientists from many specialties have been
assembled to spearhead the research and evaluation and
private firms have been formed to perform field activities
and other research services. State agencies are developing
the background and expertise fOT regulating, appraising,
and supervising cloud seeding activities.

15
