<br />Accordingly, the Bureau of Reclamation's Project Skywater <br />will plan, initiate, and conduct an extensive 5- to 7-year <br />cooperative program beginning in 1973 to meet the 1980 <br />goal by: <br />* Resolving cloud and precipitation physics uncertainties. <br />(Scientific Objective) <br /> <br />* <br /> <br />Testing field systems and evaluating results. <br />(Field Systems Test Objective) <br /> <br />* <br /> <br />Contributing to development of a public policy and <br />effective working relationships between local, <br />state, and regional entities. <br />(Policy Framework Objective) <br /> <br />* <br /> <br />Determining the actual value and other impacts of <br />cloud seeding. <br />(Assessment Objective) <br /> <br />Top priority and most planned resources will be directed <br />toward achieving all these objectives for an initial <br />cumulus cloud seeding technology. Performance toward <br />realizing the Scientific Objective is currently planned <br />within the 5- to 7-year program for optimum cumulus modi- <br />fication, upslope and winter storm modification, and <br />frontal and cyclonic weather system investigations. <br /> <br />4 <br />
