<br />~ The Forum recognizes that National Resource Lands <br />~ contribute to the salinity of the Colorado River. The <br />~ Bureau of Land Management (BLM) is studying the effect of <br />~ these lands on salinity. Management progr~s for reduction <br />in salinity for NRL have been proposed in the BLM report, <br />"The Effects of Surface Disturbance on the Salinity of <br />Public Lands in the Upper Colorado River Basin - 1977 Status <br />Report", February 1978. Those programs are now under review <br />and consideration by BLM. The Forum supports cost-effective <br />management programs which will minimize salinity contribu- <br />tions to the river. At present, the Forum is studying the <br />BLM proposals and will submit comments in the near future. <br /> <br />Izaak Walton League of America, Inc. <br /> <br />The Grand Junction Chapter of the League supports the <br />report in general and specifically the wildlife habitat miti- <br />gation measures related to the Grand Valley Unit. The League <br />made no recommendations for changes in the report. <br /> <br />Northwest Colorado Council <br />of Governments (NWCOG) <br /> <br />The Council submitted comments in rebuttal to state- <br />ments made by the Northern Colorado Water Conservation <br />District. <br /> <br />The Council suggests that the center heading on page <br />79, "Other Non-Federal Measures to Control Salinity", be <br />changed to "Total Consumptive Use of Saline Water". The <br />Forum considered this suggestion but believes that the <br />existing title is appropriate. However, the Forum amends <br />the report as follows: Fifth line from the bottom of the <br />page: ".. . they include the elimination of discharges <br />to the river system from". <br /> <br />NWCOG urges the State of Colorado as well as the other <br />members of the Forum to actively seek implementation of the <br />recommended DRI management actions. NWCOG disagrees with <br />Colorado's responses (page 92). In response to NWCOG's <br />comments, the Forum amends the report as follows: <br /> <br />Page $7, end of third paragraph: <br /> <br />Add the following: <br /> <br />"The states and local entities are encouraged to <br />use whatever authority they have to implement those <br />actions which are applicable." <br /> <br />7 <br /> <br />. -,~ <br />
