<br />w <br />o <br />CD <br />CD <br /> <br />of continuous review, monitoring and salinity projections <br />should help identify any potential difficulties which the <br />Forum will then address within the framework of the federal <br />regulation of December 18, 1971,. <br /> <br />Each of the items presented in Table 6 address the <br />problem of salinity increase, temporary or otherwise. <br /> <br />Colorado River Below Imperial Dam - It is the belief <br />of EPA that the standarDs should cover the entire River <br />including that portion below Imperial Dam. However, the <br />Forum's position is that salinity below Imperial Dam is <br />subject to Minute 242 and Title I of P.L. 93-320 (P.L. <br />95-217, Sec. 310(a) and Sec. 511(a)). <br /> <br />State and Local Role in Salinity Control - The 1975 <br />Forum report called for the Basin states to "identify and <br />evaluate water resources management programs, policies, and <br />regulations and assess them for the purpose of identifying <br />where they can be redirected toward salinity control policy". <br />EPA recommends the results of that activity be reported in <br />the 197$ Revision. <br /> <br />The Basin states worked with the EPA-funded Denver <br />Research Institute's study and thoroughly reviewed their <br />report. The above process has resulted in an identifica- <br />tion and evaluation of state programs, regulations, and <br />policies and the results are presented in Table 5 and the <br />accompanying text. '['he ForUJll encourages state and local <br />entities to investigate and implement these and other <br />actions which they find applicable. <br /> <br />Conservation - EPA su~gests the ForUJll include an <br />examination of opportunities for implementation of water <br />conservation practices as components of the salinity control <br />plan. The Forum agrees that opportunities for further reduc- <br />tion in salt pickup and reductions in non-beneficial uses of <br />water may exist and should be investigated.
