<br />W <br />I-'" <br />o <br />00 <br /> <br />addition, EDF concludes that salinity standards should be <br />set for five additional stations, located at and upstream <br />of Lees Ferry, to ensure proper control, ~onitoring, and <br />guidance for future development. <br /> <br />The first conclusion, that the Forum neglects agricultural <br />and other land-use related sources of salinity, is in error. <br />As stated previously, the Forum is considering all sources <br />of salinity and eight of the salinity control units included <br />in the plan of implementation are directed totally or in part <br />at agricultural sources. In addition, management plans to <br />minimize salt contribution from National Resource Lands are <br />being investigated. <br /> <br />. <br />As regards the second conclusion, the Forum feels that <br />setting standards at additional stations is unnecessary. <br />The three lower main stem stations for which numeric salinity <br />criteria have been established, appropriately address the <br />salinity problem; those stations plus the baseline stations, <br />should ensure adequate monitoring, control, and plan <br />evaluation. The setting of stateline or sub-basin standards <br />would dictate the selection of salinity control projects <br />and measures that would not be the most cost-effective or <br />consistent with the basin-wide approach as the basin states <br />develop their compact-apportioned waters. <br /> <br />Miscellaneous Comments <br /> <br />A number of agencies submitted comments supporting the <br />report and made no recommendations for changes. The agencies <br />are~ International Boundary and Water Commission, Imperial <br />Irrigation District, California Department of Water Resources, <br />Department of Water and Power of the City of Los Angeles, <br />Colorado River Water Conservation District, and District 10, <br />Regional Planning Commission, Colorado. <br /> <br />14 <br />
