However, <br />~ at this time, the Forum sees no reason to alter its conclusion <br />o that the flow versus salt-load relationships used in the model <br />01 result in salinity projections that are too'high. <br /> <br />Monitori Points and Baseline Values - EDF suggests that <br />the ase ne curves Or pper aSln statlons for which base- <br />line values are to be developed should be included in the <br />report. The Forum has not yet completed its analyses of the <br />data needed to establish baseline values. Difficulties with <br />the data base and limitations in manpower and funds have <br />delayed t.he development of baseline values. However, the <br />analyses and collection of data are continuing. The Forum <br />feels that the baseline curves should not be included in the <br />report until these analyses are completed. <br /> <br />Salinitr Control Pro~ects - EDF states that the Forum <br />should conslder alternatlve measures of salinity control <br />that focus on the major controllable sources, such as agri- <br />culture and other (unspecified) land-use related sources, <br />and cites the effectiveness of the Soil Conservation Service's <br />on-farm management program in the Wellton-Mohawk area as an <br />example. <br /> <br />The Forum supports all cost-effective programs of <br />salinity control including programs to control salt contri- <br />butions from agricultural areas. Actually, of the control <br />units discussed in the report, eight are directed totally Or <br />in part at agricultural sources and primary consideration <br />will be given to on-farm improvement programs for all of these <br />units. For example, an on-farm improvement program is an <br />integral part of the Grand Valley Salinity Control Unit. In <br />addition, the Bureau of Land Management is studying the <br />effects of. National Resource Lands on salinity. Management <br />programs for those lands are under review by BLM. <br /> <br />Denver Research Institute Study of State and Local <br />Management Actions for Salinit..l - EDF contends that the <br />Forum has taken no ac.tion fn'lrnplementing the 12 state and <br />local management actions for salinity control recommended <br />by the Denver Research Institute study. <br /> <br />The Forum disagrees with this statement. The individ- <br />ual states have reviewed their programs, regulations and <br />policies and believe these reviews and the results are <br />adequately described on pages $6-91;, in the report. <br /> <br />Industrial and Municjj2al Effluent Limitations - EDF <br />contends tnat industrial and municipa1 discharges account <br />for only 1 percent of the total salt contribution to the <br />river. While this is true at this time, industrial sourees <br />will constitute a significant salinity problem in the future. <br />About one-half of the projected increase in in-basin water <br />use in the Upper Basin is projected to be by industry.
