Since the report <br />does encompass a large geographic area as well as many appendices, <br />the following comments could well be considered minor. <br /> <br />One omission is noted in the "Conclusions and Recommendations" on <br />page 148 with respect to the absence of any recommendation for addi- <br />tional study to be undertaken with the navigation element of the <br />Pacific Southwest Region. In a list of 17 recommended studies on <br />page 148 and 149, there should be room for adding the idea that <br />future studies are needed in exploring the alternatives of offshore <br />or centralized terminals for tankers and dry bulk carriers, rather <br />than terminals within the existing protected water area at San <br />Francisco Bay and Los Angeles-Long Beach Harbors, and the problem <br />associated with a possible accident to one of the large tankers. <br /> <br />The California Region comprehensive framework study summary appended <br />to the ASR on pages 155 and 157 makes no mention of the existing <br />navigation facilities, problems, unmet needs and plans. One would <br />expect some reference to the navigation aspect of the framework <br />studies for those not familiar with the Navigation appendix. <br /> <br />The discussion relating to Recreation would be enhanced by inclusion <br />of the total recreation days of the Pacific Southwest for the base <br />year 1965. The reference base would then provide a starting point <br />for determination of total requirements projected into future years. <br /> <br />Dverall, the document is an excellently prepared water resources <br />report which should be a considerable aid in future decisions of the <br />Region. <br /> <br />2F~~~ <br /> <br />R.
