CORPS OF ENGINEERS <br />630 Sansome St,eet, Room 1216 <br />San Francisco, California 94111 <br /> <br />AEPL V TO <br />ATTENTION 0': <br /> <br />SPDPD-S <br /> <br />28 June 1972 <br /> <br />Chairman <br />Pacific Southwest Inter-Agency Committee <br />630 Sans orne Street <br />San Francisco, California 94111 <br /> <br />Dear Sir: <br /> <br />In accordance with guidelines for Framework Studies, the following are <br />field level review comments of the Corps of Engineers on the Pacific <br />Southwest Analytical Summary Report on Water and Land Resources. <br /> <br />The report is concise, readable, and readily relates to the regional <br />reports and appendices of the comprehensive Framework studies prepared <br />for the component four regions which comprise the Pacific Southwest <br />area, We find the report is also generally responsive to the data <br />and findings of the Corps' functional areas of responsibility. <br /> <br />With regard to the findings on Recreation, it is noted that the <br />recreation development plan has been limited by application of present <br />funding policies and limitations to future funding projections, <br />Although with regard to other functions, the matter of economic <br />constraints has been avoided. This may appear discriminatory as to <br />recreation. Under the Framework study policy the benefit-cost type <br />of economic constraint is not to be considered in formulating a <br />Framework plan. Accordingly, it would not appear to be appropriate <br />to apply some variant form of economic constraint with regard to the <br />recreation development plan, only. <br /> <br />The section on Conclusions and Recommendations includes a list of <br />seventeen additional studies on areas that require evaluation of <br />alternatives which might impact highly upon future requirements for <br />water and land resources. These studies should not be considered as <br />being all inclusive of the Framework study findings of the four <br /> <br />EXHIBIT B <br /> <br />
