<br />001178 <br /> <br />3. <br /> <br />In the subsection entitled, "The Quality of Surface Water.!.'., on <br />page 131, it is stated that the impact of the base plan in regard <br />to water quality in the Colorado River is to retard the rate of <br />deterioration. We further note that pages 70-71 describe the <br />installation and annual operation and maintenance costs of all <br />programs for municipal waste treatment and disposal facilities, <br />and for the Colorado River Basin salinity improvement program. <br />Considered together, these two sections of information suggest that <br />the statement on page 131 is in reality a paradox. The paradox can <br />be identified by posing the following questions: To what extent <br />are the billions of dollars described on pages 70-71 required to <br />offset the deterioration to water quality caused by implementation <br />of the base plan of development? What would be the monetary re- <br />quirement needed to retard the rate of deterioration of water <br />quality if the base plan of development were not implemented? <br /> <br />We appreciate the opportunity to offer our comments and hope that <br />resolutions to the issues and questions raised will be made. <br /> <br />Sin?;er y, '~ <br />I !, i!
