001178

3.

In the subsection entitled, "The Quality of Surface Water.!.'., on
page 131, it is stated that the impact of the base plan in regard
to water quality in the Colorado River is to retard the rate of
deterioration. We further note that pages 70-71 describe the
installation and annual operation and maintenance costs of all
programs for municipal waste treatment and disposal facilities,
and for the Colorado River Basin salinity improvement program.
Considered together, these two sections of information suggest that
the statement on page 131 is in reality a paradox. The paradox can
be identified by posing the following questions: To what extent
are the billions of dollars described on pages 70-71 required to
offset the deterioration to water quality caused by implementation
of the base plan of development? What would be the monetary re-
quirement needed to retard the rate of deterioration of water
quality if the base plan of development were not implemented?

We appreciate the opportunity to offer our comments and hope that
resolutions to the issues and questions raised will be made.

Sin?;er y, '~
I !, i!
