<br />. <br /> <br />. <br /> <br />"."" <br /> <br />.., <br /> <br />At the August Board meeting, the Board discussed the legislation proposed by Congressman <br />Duncan Hunter of San Diego, entitled the Colorado River Settlement Facilitation Act, H.R. 2764. This <br />bill provides for $53 million for construction of regulating reservoirs along the All-American Canal and <br />$60 million for the Salton Sea enhancement measures. Included in the Board folder are copies of <br />various letters sent to Basin States representatives, each member of the Califomia Legislature, and key <br />staff within the Governor's administration as well as water policy legislative staffers requesting their <br />support for H.R. 2764. <br /> <br />Cadiz Project <br /> <br />Included in the Board folder is a copy ofajoint news release by MWD and the Bureau of Land <br />Management announcing the issuance of the Final Environmental Impact Statement for the Cadiz <br />Groundwater Storage and Dry- Year Supply Program. The Cadiz project is one of the resource <br />management programs the MWD is pursuing to enhance southern California's supply reliability from <br />the Colorado River and has been identified in California's Colorado River Water Use Plan. <br /> <br />Basin States/Ten Tribes Discussion <br /> <br />Meeting of the Representativesfrom the Seven Basin States <br /> <br />The next meeting of the representatives from the seven Basin States is scheduled for October 8, <br />2001, in Las Vegas, Nevada. Included in the handout material is a copy of the proposed agenda. I will <br />further discuss the outcome of the Basin states meeting during the October Board meeting. <br /> <br />Minute No. 306 Symposium (Colorado River Delta Symposium) <br /> <br />As you can imagine, the events of September 11th had a serious impact on the symposium. Due <br />to the chaos of the moment, attendance by the presenters and audience was affected. Following the <br />Symposium the U.S. Section of the International Boundary and Water Commission originated a <br />conference call of a number of the Symposium participants to discuss the next steps. During that <br />conference call, general consensus was expressed that the translation of the presentation by the Mexican <br />speakers was very poor. It was felt that the speakers provided a lot of good information in their <br />presentations; however, with the translation into English much was lost. As a result, there was a desire <br />to attempt to have each of the authors provide a translated version of their presentations, or at least, a <br />translated version of their slides. <br /> <br />As far as the next steps in the Minute 306 process, it was decided that until the participants have <br />a copy of the proceedings from the Symposium it is premature to identifY actions to be taken. Thus, <br />priority was placed on getting the proceedings published in an expedited manner. Once the proceedings <br />are published and people have an opportunity to review them, we will be in a better position to identifY <br />the next steps in this process. <br /> <br />For the bi-national process, Mr. Ybarra indicated that there is a need for a timeout for each <br />section of the IBWC to consult individually with its constituents to determine how each country would <br /> <br />4 <br />
