INTRODUCTION <br /> <br />AU11IORIZATION <br /> <br />. <br /> <br />. <br /> <br />In accordance with the memorandum of understanding dated <br />September 28, 1956, between the Bureau of Reclamation, Region 4, <br />Department of the Interior, and the Public Health Service, Depart- <br />ment of Health, Education, and Welfare, consideration has been given <br />to the general public health aspects of the Bureau of Reclamation's <br />proposed Dallas Creek Project. Following a meeting of representatives <br />of the two agencies on August 2, 1962, and under terms of a subsequent <br />letter of authorization dated August 14, 1962, the interagency agree- <br />ment was broadened to recognize Public Health Service reponsibilities <br />set forth in Section 2(b) of the Federal Water pollution Control Act <br />(Public Law 84-660, as amended by Public Law 87-88). <br /> <br />I <br />" <br /> <br />PURPOSE AND SCOPE <br /> <br />General objectives of this study are to assess the probable <br />effects the proposed project will have on water quality in local <br />streams and reservoirs; to ascertain the benefits or harm resulting <br />from changes in water quality; to assess the suitability of the water <br />for proposed water uses, and to examine the need for regulation of <br />streamflow for the purpose of water quality control. Need for <br />streamflow regulation was studied not only in light of present <br />conditions, but also under anticipated economic development in <br />the Uncompahgre River Basin of the years 1985, 2010, and 2060. <br /> <br />The inclusion of Ironton Park Reservoir in the project was <br />given consideration as significant water quality benefits would <br />accrue to the upper Uncompahgre River and Ridgway Reservoir with <br />Ironton Park Reservoir integrated into the Dallas Creek Project. <br /> <br />The report includes the results of a study of general public <br />health aspects and insect vector control of the project. The <br />insect vector control section, prepared jointly by the Colorado <br />State Department of Public Health and the Communicable Disease <br />Center, Public Health Service, Greeley, Colorado, presents a <br />preliminary evaluation of the insect vector problems that may <br />be associated with the project. <br /> <br />1 <br />
