<br />VI. MINIMUM FLOW REQUIREMENTS <br /> <br />Under provisions of the Federal Water Pollution Control Act, <br />Public' Law 84-~60, as amended by Public Law 87-88, in the survey <br />or planning of a reservoir by any Federal agency, consideration <br />must be given to the inclusion of storage for regulation of <br />streamflow for the purpose of water quality control. It is <br />,expressly stated that any such storage and water releases shall <br />not be 'provided as a substitute for adequate treatment or other <br />method of controlling wastes at their sources. <br /> <br />Discharge of wastes, even when treated to maximum practical <br />limits, will cause an unsatisfactory quality condition when the <br />waste assimilation capacity of receiving waters is exceeded. <br />This condition generally occurs during periods of low flows and <br />warm temperatures .and may be avoided by the provision of addi- <br />tional dilution water. It is essential that recognition be given <br />to the need for flows which must prevail in receiving streams if <br />.the quality of their waters is to be maintained at acceptable <br />levels . <br /> <br />\ <br /> <br />Table .IX summarize~ the municipal water sources and waste <br />discharge'S in the study area, Of the two industries 'in the area <br />which are not connected to a municipaL system, the Idarado Mining <br />Company above J:ronton Park ha's no discharge and the processing section <br />of the Camp Bird Mining Company on Canyon Creek was recently closed <br />down. <br /> <br />Calculations indicate that only 0.6 cfs dilution water would <br />be required to dilute Ouray sewage, after treatment, increasing to <br />1 cfs by the year 2060. This small amount would be available from <br />natural run~off, even with the' Ironton Park portion of the project <br />in operation. table X indicates the minimum flow required in the <br />Uncompahgre River below Montrose to assimilate' the treated Montrose <br />sewage effluent and to maintain dissolved oxygen concentrations of <br />at least 5 mg/l. <br /> <br />28 <br />
