The <br />declaration states in part: <br /> <br />I. When a stream forms the frontier of two States, <br />neither of these States may, without the consent of the <br />other, and without special and valid 'legal title, make <br />or allow individuals, corporations, etc. to make altera- <br />tions therein detrimental to the bank of the other State. <br />On the other hand, neither State may, on its own ter- <br />ritory, utilize or allow the utilization of the water in <br />such a way as seriously to interfere with its utilization <br />by the other State or by individuals, corporations, <br />etc. thereof. <br /> <br />II. When a stream traverses successively the terri- <br />tories of two or more States: <br /> <br />i <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />2. All alterations lllJUriOUS to the water, the <br />emptying therein of injurious matter (from fac- <br />tories, etc.) is forbidden. . . .77 <br /> <br />The 1956 Conference of the International Law Associa- <br />tion adopted the following principles: <br /> <br />IV. A state is responsible, under international law, <br />for public or private acts producing change in the <br />existing regime of a river to the injury of another <br />state, which it could have prevented by reasonable <br />diligence. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />VII.
