Lands in both countries have to date enjoyed
'i i a beneficial use from these important water systems
, and it is believed that it would be advisable that an
agreement be entered into between the two Govern'
ments confirming the present uses of Lower Colorado
River waters on Mexican lands and similar uses of
Lower Rio Grande waters on American lands in the
';" . State of Texas. . . .

, i ,Accordingly, this Government would welcome an
opportunity of having our Commissioners on the Inter-
national Boundary Commission, United States and
Mexico, report on the question of the area of land
being irrigated and the amount of water used by each
country from the other conntry's source, in order that
present beneficial uses of water on the Lower Colorado
River and the Lower Rio Grande might be recognized

Stat. 1403 (1927). A 'similar study was to be made of the Tijuanf\. niver.
No agreement was reached when representatives of the two countries ,con-
veiled in 1029. Concerning the Colorado River, the America.n representatives
in tho so-called Moad offer proposed to deliver 750,000 acre.feet of wntor on
schedule, delivery to he made at tho heads of the laterals of the Alamo
Canal. Tho Mead offer which depended on the construction of Hoover Dam
also would have allowed compensation for losses in the main canal in transit
from the boundary to the various laterals. Estimates of losses ranged from
250,000 to '350,000 aere-feet per year thus requiring the delivery of approxi-
mately 1,000,000 -acre-feet per year n,t the boundary. See Hearings Before
tho Senate Committee on Foreign Rela, tions on Treaty with MexiM R.(>lating
to the Utilization of the Waters of Certain Rivers,' 79th Cong., 1st Sess.,
pt. 3, 936 (1945) (testimony of Commissioner Lawson). The Mead offer
further comprehended the receipt by Mexico of waste and return flo-..vs in the
river. '
Tho counter-proposal of Mexico sought an annual allocation' of 3,600,000
aere-feet annually. ' ,
The Mead offer Mntairied no referonce to tho quality of water' to be'
delivered except'to lhe exteIit that 'the 750,000 acre.feet to be delivered to'
the laterals was to be upstream"wnwr.

.' ;<rq7'"~""- - ...-..., ',' -, _n -~~'-:"~- ,~~7T~-'-'-~" ~~-"'-; ',"'-"-';:r:,''''' -:---<<-:-::"'~ -~-"'~-~<?,,~~-,

'. > ;~':

".:>-'-
