<br />. <br /> <br />(.oJ <br />en <br />w <br />~ <br /> <br />. <br /> <br />. <br /> <br />USBR/MWD SALINITY MANAGEMENT STUDY <br />FINAL REPORT <br /> <br />SECTION 4 <br />PROPOSED POLICY <br /> <br />MANAGEMENT OF SALINITY BY THE METROPOLITAN DISTRICT OF <br />SOUTHERN CALIFORNIA <br /> <br />As regional leader in the management of Southern Californias water resources, in recognition <br /> <br />of the broad and pervasive impacts total dissolved solids (TDS) have upon the use and <br /> <br />management of those resources, and in concert with its stated mission "... to provide its <br /> <br />service area with adequate and reliable supplies of high quality water to meet present and <br /> <br />future needs... ", Metropolitan should adopt the following salinity management policy through <br />2004 or until a significant change in controlling conditions occurs: <br /> <br />o Make all reasonable efforts to protect Metropolitans imported source supplies from <br />the impacts of additional salinity, and where feasible seek to reduce the salinity <br />received from those sources, taking into account the impacts of armually varying <br />hydrologic conditions on salinity concentrations in the source supply systems. <br /> <br />o Manage Metropolitan's system to best utilize available supplies such that the impacts <br />of salinity upon end users is minimized to the extent possible, with a reasonable and <br />practical goal to maintain a total dissolved solids concentration in the blended areas of " <br />the system in the target range of 500 to 550 mgIL during designated times of the year. <br /> <br />o Pursue a CALFED solution and storage and exchange arrangements along the <br />Colorado River Aqueduct to minimize the loss of Colorado River Water periodically <br />curtailed and replaced by State Project water to meet salinity targets. <br /> <br />o Integrate water quality and quantity objectives in plarming and negotiating facility and <br />resource developments. <br /> <br />o Encourage local plarming and management practices to recognize that natural events <br />beyond Metropolitans control will periodically increase the salinity of imported water <br />supplies, hindering Metropolitans ability to continuously meet the 500 to 550 mgIL <br />goal. <br /> <br />o Encourage and support to a reasonable degree, consistent with other elements of this <br />policy, other regional and local efforts to minimize the impacts of salinity on the <br />groundwater and recycled water resources which have been or will be developed in <br />Southern California. <br /> <br />o Make the Salinity Management Action Plan (see Section 5) the primary vehicle to <br />carry out this policy.
