<br />USBR/MWD SALINITY MANAGEMENT STIJDY <br />FINAL REPORT <br /> <br />W <br />Co!1 <br />...J <br />GO <br /> <br />This comprehensive investigation was conducted with financial assistance from the U.S. <br />Bureau of Reclamation (USBR) and in coordination with numerous, state, local, and member <br />" <br />agencies. <br /> <br />U.S. BUREAU OF RECLAMATION AND METROPOLITAN FUNDING PARTNERSHIP <br /> <br />USBR and Metropolitan agreed in August 1996, to cooperate and jointly fund this salinity <br />management study. Each agency provided funding and significant in-kind services. USBR <br />funding was authorized and budgeted from the Southern California Comprehensive Water <br />Reclamation and Reuse Study Program (Title XVI, P.L. 102-575) as salinity is a major <br />constraint to the viability of water reuse projects. <br /> <br />OBJECTIVES <br /> <br />The primary objective is to develop a functional salinity management strategy for the region <br />served by Metropolitan. <br /> <br />Goals for study process included: <br />1. Assess salinity problems and needs of the region; <br />2. Formulate and evaluate various salinity management strategies; and <br />3. Develop regional salinity management policies and an action plan. <br /> <br />Metropolitan formed a work group of member agencies to periodically interact with the study <br />team and USBR during the Study. The scope and budget for the Study was based on utilizing <br />existing, documented agency data and "expert opinion" in an efficient networked fashion. <br />Information was updated and, where needed, new assessments, modeling, and surveys were <br />conducted. Interagency coordination through task force representation allowed effective <br />communication and support for the development of salinity management strategies.
