<br />228.1 <br /> <br />became apparent that there was very little natural flow in the <br />system and diverters were taking part of the storage release. The <br />company has now gone to an allocation system which is administered <br />through the watermasterjcommissioners of the two states. Now those <br />with the previous "theft" rights are actually paying for the <br />storage water they are intercepting. <br /> <br />In summary, Idaho has found water banks to be an effective <br />water conservation tool. They allow individual water user entities <br />to make decisions regarding the anticipated seasonal water supply <br />and to offer their projected surplus into a pool from which others <br />may draw to meet shortages. We have experienced an unprecedented <br />six consecutive years of drought. We could not have survived that <br />period economically in this state without the flexibility provided <br />by the water banks. Water banks work, and I recommend them to all <br />of you. <br />
