<br />- --I <br /> <br />Glen Canyon Dam Replacement Power <br />Public Process Underway <br />By: Erick Wright <br />Western Area Power Administration <br /> <br />The Western Area Power Administration's Salt <br />Lake City Area (SLCA) office is conducting another <br />public process relating to its power marketing <br />program. This process-to <br />identify methods of <br />replacing lost Glen <br />Canyon Dam poweF-is <br />known as the "Replace- <br />ment Resources Process." <br /> <br />On August 8,1994, Western published a notice in <br />the Pederal Rel!ister announcing its intent to initiate <br />the consultation process, with a second notice on <br />October 7, announcing a <br />series of meetings and the <br />availability of an information <br />brochure. <br /> <br />Replacement Resources Process <br />Public Involvement Schedule <br /> <br />June 1995 <br /> <br />Publish Federal Register <br />notice announcing availability <br />of draft Methods Report <br /> <br />This formal public con- <br />sultation process is being July 1995 <br />conducted to comply with April 1996 <br />a provision of the Grand <br />Canyon Protection Act <br />(GCPA) which requires <br />the Secretary of Energy to consult with specified <br />interest groups to "identify economically and <br />technically feasible methods of replacing any power <br />generation that is lost through adoption of long- <br />term operational changes for Glen Canyon Dam." <br />These interested parties include the Secretary of the <br />Interior; power customers; environmental organiza- <br />tions; and the States of Arizona, California, <br />Colorado, Nevada, New MeXico, Utah, and <br />Wyoming. <br /> <br />Between November 7 and 18, <br />consultation meetings were <br />held in Salt Lake City, <br />Phoenix, Albuquerque, and <br />Denver to present a proposal <br />for conducting the public <br />process and to receive <br />feedback on the proposal. <br />"Public involvement will be an integral part of the <br />process to identify methods to replace lost power," <br />said Project Manager, Jeff McCoy. "In addition to <br />the GCP A requirement to consult with various <br />interests, Western views this process as an extension <br />of the Department of Energy's initiative to develop <br />partnerships," he said. <br /> <br />Hold public consultation <br /> <br />Publish final Methods Report <br /> <br />Summer 1996 Methods Report to Congress <br /> <br />The Secretary of Energy will present a report of the <br />findings and provide draft legislation, if necessary, <br />to Congress. The SLCA, which markets the power <br />generated at Glen Canyon, is acting on behalf of the <br />Secretary of Energy in conducting the public process <br />and preparing the report. <br /> <br />8 <br /> <br />Next Step <br /> <br />Western is reviewing and analyzing comments <br />received during the consultation meetings, and the <br />responses will be addressed in a "Draft Methods <br />Report" for public review by June 1995. <br />
