<br />~ <br />~ <br />~ <br />~ <br /> <br />The fourth meeting was conducted with the complete public participation <br />group (Forum, energy development companies, and the environmental com- <br />munity) in three separate locations the week of January 29, 1981, at <br />Las Vegas, Nevada, and Grand Junction and Durango, Colorado. Suggested <br />plans, potential energy development sites, pipeline corridors, and disposal <br />locations were discussed. <br /> <br />The Colorado River Water Quality Office in Denver has conducted individual <br />meetings with representatives of the seven States who are members of the <br />Forum. These informal meetings were held to discuss the legal and insti- <br />tutional constraints of transporting water across State lines and possible <br />trade offs that could be acceptable. Also, separate meetings were held <br />with representatives of the environmental community, utilities, coal <br />interests, and railroads as study concepts evolved. <br /> <br />As a result of the public participation meetings, the concepts suggested <br />have been incorporated into the study effort and are reflected in the <br />plans presented in chapter V. However, Blue Springs (previously recognized <br />as a potential control unit), which is on the Little Colorado River, about <br />2 miles above the confluence of the Little Colorado and Colorado Rivers in <br />the Grand Canyon National Park, was eliminated from consideration as a <br />source in this study. Representatives of the U.S. Fish and Wildlife <br />Service at Salt Lake City indicate any change of the present chemical, <br />thermal, or flow regimes of the Little Colorado River would be detrimental <br />to the esthetic, recreational, and ecological resources of the area. <br />Also, the physical, aesthetic, and other environmental challenges of a <br />collection/disposal system for this remote source appear beyond satisfac- <br />tory resolution based upon previous studies. <br /> <br />C. Participants <br /> <br />At this level of public involvement, a selected public participation group <br />was made up of special contacts (Federal agencies, environmental community, <br />and energy development companies) in their general areas of expertise as <br />shown in table 3. <br /> <br />These groups provided review and consultation as the study progressed. A <br />public meeting was held in Las Vegas on July 1, 1981, to review the draft <br />Saline Water Use and Disposal Opportunities Special Report. Many comments <br />were received - these were considered in this revision and are bound in the <br />Appended Material section of this report. Letters of support and indica- <br />tions of interest in participating were received from various groups; these <br />letters are also appended. <br /> <br />111-2 <br />
