Return flows originate from both the Hammond Project and the NIIP, For <br />a discussion of retum flows from the Hammond Project, please see section <br />1.1 under Hammond Project, Under full development. return flows from <br />the Navajo Indian Irrigation Project would average about 106.200 acre- <br />feet annually. About 10% to 15% of the flows would return to the San <br />Juan River as surface flow via washes which drain the Project lands, The <br />remaining flows would return to the river as via the groundwater system, <br />Because the Project is being developed in stages and because of the time <br />necessary for the hydrologic system to reach equilibrium after initiation of <br />irrigation. when the return flows would be realized in the San Juan River <br />is unknown. <br /> <br />Citizens' Ouestions <br /> <br />2. CONTRACT INVENTORY <br /> <br />Inventory of federal repayment contracts, water service contracts, Warren Act contracts, <br />year-to-year contracts, short-term contracts, or section 214 water contracts, for each <br />project, including the amount owed to the federal government; date repayment is <br />scheduled to be completed; annual cost of water per acre foot, including (a) repayment, (b) <br />O&M. Identify the terms in these contracts governing changes in the use or service area <br />for project water. Identify the total cost of each project, the accounts (irrigation, power, <br />M&I, etc.) to which the costs have been allocated, the repayment terms and status for each <br />account, and the repayment source. State the amount of irrigation assistance required <br />under each contract and the source of that assistance. Compile all repayment contracts for <br />each project into notebooks for the reference of the participating teams. Include in each <br />notebook a copy ofthe Water District's procedures on contracting, water transfers, <br />allocation procedures, etc. <br /> <br />Reclamation's ResDonses <br /> <br />A.
