<br />FINAL SUPPLEMENT TO <br />FINAL ENVIRONMENTAL STATEMENT <br /> <br />I <br /> <br />SAN LUIS VALLEY PROJECT, COLORADO <br />CLOSED BASIN DIVISION <br />ALAMOSA AND SAGUACHE COUNTIES <br /> <br />Prepared by <br />U.S. DEPARTMENT OF THE INTERIOR <br />BUREAU OF RECLAMATION <br />SOUTHWEST REGION <br /> <br />******************************************************************************** <br />This supplement presents a revised plan to mitigate project effects on wetlands <br />and terrestrial vegetation in the Closed Basin and other project changes which <br />have occurred since filing of the FES in 1979. The amount of wetlands and <br />terrestrial vegetation to be affected is significantly less than believed at the <br />time of the 1979 FES. Also, the results of pump tests and the vegetation moni- <br />toring program are discussed. Updated information on waterfowl production and <br />other bird use is presented. More extensive cultural resource investigations <br />have been done to determine project impacts. Other project feature changes, <br />such as conveyance channel a1inement and additional wells, are also described. <br />The nature of and probable impacts of the revised proposed action are presented. <br /> <br />This supplement serves a dual purpose--administrative-legis1ative action. It <br />complies with the National Environmental Policy Act of 1969; Clean Water Act <br />of 1977, Public Law 95-217, Section 404(r); Executive Order 11988, "Flood Plain <br />Management;" Executive Order 11990, "Protection of Wetlands;" Executive Order <br />11593, "Protection and Enhancement of the Cultural Environment;" National <br />Historic Preservation Act of 1966; Council on Environmental Quality (CEQ) <br />Regulations of November 1978; CEQ memorandum of August 11, 1980; and Federal <br />Register, vol. 43, No. 21, January 31, 1978, regarding prime and unique <br />farmlands evaluations. <br /> <br />Further information on the content or processing of this document may be <br />obtained from: <br /> <br />R.
