0032v6

Agreement

Following intense negotiations, Representative Brown was able to
announce that both environmentalists and water development interests had
agreed on the language and had accepted the compromise bill. Because of
the extremely delicate balance of interests by all parties, it is
imperative that his language be unamended in any material aspect as it
passes through the legislative process. Any attempt by either interest
group to modify materially the agreed upon language would be looked upon as
a breach of faith and would result in the destruction of the cooperative
coalition. The river could remain undesignated and once again be plunged
into an unproductive major controversy.

Parties to the Compromise Agreement

Larimer County Farm Bureau
Larimer County Fanner's Union
City of Greeley
City of Fort Collins
Northern Colorado Water Conservancy District
Weld County
Larimer County
Cache la Poudre Water Users Association (See Appendix K for
membership)
Conserve our Poudre Citizens Group

-7-
