<br />I <br />\1 <br />t <br />I <br />I <br />I <br />l <br />, <br />I <br />Ii <br />I <br />I <br />I' <br />t <br />t <br />I <br />,I <br />I <br />I <br /> <br />0719 <br /> <br />EXECUTIVE SUMMARY <br /> <br />Water and Storage Needs Assessment <br />SECWCD/Assessment Enterprise <br />Deeember 10,1998 <br /> <br />The Southeastem Colorado Water Storage Needs Assessment Enterprise, under the auspices of <br />the Southern Colorado Water Conservancy District (the District) commissioned a study in <br />June 1997 to assess the water and storage needs of District members. The draft study was <br />completed in September 1998. <br /> <br />The following entities joined with the Assessment Enterprise as "local participants" in the <br />project: <br /> <br />Arkansas Groundwater Users Association <br />Catlin Canal Company <br />City of Canon City <br />City of Florence <br />City of La Junta <br />City of Las Animas <br />City of Salida . <br />Colorado Water Protection and Development <br />Association <br />Holbrook Mutual Irrigation Company <br />Pueblo Board of Water Works <br />Public Service Company <br />Security Water and Sanitation District <br />Widefield Water and Sanitation District <br /> <br />Bessemer Ditch Company <br />City of Aurora <br />City of Colorado Springs <br />City of Fountain <br />City of Lamar <br />City of Rocky Ford <br />Colorado Canal Company <br />Fort Lyon Canal Company <br />Lower Arkansas Water Management Association <br />Pueblo West Metro District <br />St Charles Mesa Water <br />Southeastern Colorado Water Conservancy District <br />Stratmoor Hills Water and Sanitation District <br />Upper Arkansas Water Conservancy District <br /> <br />Each local participant committed cash and/or in-kind contributions to the Assessment Enterprise <br />for the purpose of conducting the Assessment Project. In addition, the Colorado Water <br />Conservation Board (CWCB) joined the partnership and provided financial and technical staff <br />contributions to the Project <br /> <br />As part of the planning process, the District assembled a Storage Study Committee (SSC) <br />comprised of District members interested in identif'ying ways to meet the growing water needs of <br />the municipal sector while maintaining current levels of agricultural water use and production. The <br />SSC provided extensive guidance to the work, as well as reviews of many interim work products. <br /> <br />This report presents the findings from the study, which is termed the SECWCD/Arkansas Basin <br />Water and Storage Needs Assessment Project. The study was conducted by a team of engineers <br />and specialists, including GEl Consultants, Inc., Helton and Williamsen, P.c., and David <br />Bamberger & Associates.
