INTRODUCTION <br /> <br />1.1 Scope of Work <br /> <br />Water use throughout the west and particularly in the Arkansas Basin (Figure Ll) is <br />experiencing a higher level of competition for water resources. This situation is exacerbated by <br />traditional natural drought cycles and increasing population. Water managers now labor under <br />the increased burden of man-made or regulatory-imposed water demands that further stress <br />limited resources. Therefore, a carefully defined assessment of future water supply needs in the <br />Basin was deemed to be critical. This assessment includes identification of potential storage <br />alternatives to meet future needs of Basin water users, while protecting major recreational and <br />environmental interests. The goal of the Assessment Project is to establish future water demands <br />in the District, coupled with developing alternative strategies on how to meet future needs for <br />the municipal and agricultural water users. <br /> <br />The Southeastern Colorado Water Conservancy District (SECWCD)/Arkansas Basin Future <br />Water and Storage Needs Assessment Project (the "Assessment Project") was initiated in <br />July 1997.
