<br />0723 <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />The Colorado Department of Natural Resources, Division of Wildlife, <br /> <br />acquired 11.24 percent of the shares in the Catlin Canal Company in 1972. <br /> <br />This company operates a canal to divert water for irrigation from the <br /> <br />Arkansas River below Pueblo, Colo. In 1974, the Division of Wildlife <br /> <br />petitioned the District Court to change the water rights in order to use <br /> <br />the water available to these shares to maintain a permanent pool of about <br /> <br />10,000 acre-feet (1.2xI07 m3) in John Martin Reservoir for recreation <br /> <br />.. <br /> <br />purposes. <br /> <br />The U.S. Geological Survey was asked by the Division of Wildlife, <br /> <br />through the Colorado Water Conservation Board, to evaluate the hydrologic <br /> <br />effects of the proposed change in water use on the lower Arkansas River <br /> <br />valley in Colorado. The Geological Survey had already developed a model <br /> <br />of the system for testing management alternatives (Taylor and Luckey, <br /> <br />1974). This model, which accountS for all of the major components of the <br /> <br />hydrologic system using a digital computer, was used to evaluated the <br /> <br />proposed change in use of water. <br /> <br />....... <br /> <br />..... <br /> <br />"" <br /> <br />5 <br />
