Surface diversions increase, State-line flow increases, <br /> <br />and ground-water storage is essentially unchanged. <br /> <br />Several factors contribute to this overall benefit. The 2.5-percent <br /> <br />river loss change on the Division's water adds previously unavailable <br /> <br />water to the system, primarily during the middle of the irrigation <br /> <br />season.
