<br />_J <br /> <br />-) <br /> <br />COLORADO RIVER HEADWATER FORUM <br /> <br />August 7,1997 Meeting <br />PRESENTATION BY PETER EVANS <br />ENDANGERED FISH RECOVERY PROGRAM STATUS <br /> <br />8 years + $50 million into IS year Upper Basin Recovery Program, the list of <br />accomplishments and anticipated actions is growing <br /> <br />Squawfish are stable and increasing in Green River; Humpback chub are stable but <br />populations are small; Razorback sucker populations are small and aging, although.-- <br />there are signs of limited recruitment; Bonytail chub are very rare /--- <br /> <br />187 ESA Section 7 consultations (as of 4/97) for water supply managerrient and <br />development (see attachment) -- <br />. Ute WCD pipeline consultation <br />. IS-Mile Reach "programmatic" consultation <br />. Purpose is to recommend basis for future ESA Section 7 consultations <br />that provide sufficient certainty for water users and for recovery of fish <br />to enable long-term funding and water rights issues to be addressed <br />. Discussions reflect continued desire for FWS to change basic approach <br />to Section 7 requirements based upon Recovery Program and the <br />distinction between "avoiding jeopardy" and "recovery" <br />. "Existing" depletions (actions completed? or additional measures?) <br />. 100 KAF new depletions? <br />. CROSS as accounting tool? <br />. Complete implementation of Recovery Action Plan ("RlPRAP") by <br />2003? <br />. Narrow "re-opener?" <br />. CWCB considers FWS flow recommendations as having "sufficient <br />biological basis to provide an effective foundation for instream flow <br />water rights applications," but has indicated to the FWS that they <br />"represent unreasonable expectations which cannot reasonably be <br />embraced as a realistic goal by either the FWS of the Recovery <br />Program," <br />. Wolford Mountain Reservoir <br /> <br />. Many flow protection activities <br />. SB 96-64 clarified CWeB's authority to appropriate "modifiable" water rights <br />for protection of endangered fish recovery ISF <br />.
