<br />The Pacific Southwest Inter-Agency Committee believes that all
<br />of the natural resources of the area should be developed to the greatest
<br />degree poss ible. This includes the maximum utilization of the range
<br />lands under a sound conservation program.

<br />To assure optimum utilization of the range resources requires
<br />adequate stock water. Where live streams arid springs do not occur and
<br />productive wells are difficult to obtain and expensive to maintain, the
<br />impounding of flood water in surface reservoirs is often the most prac-
<br />tical solution. However, becaus eof the improved machinery and physi-
<br />cal ability of man to construct impoundments of such size and number
<br />as to s er iously decrease su rface runoff for many of the watersheds in
<br />the Pacific Southwest, it is becoming increasingly evident that such con-
<br />struction can interfere with existing rights.

<br />In most States storage in stock ponds requires right byappro-
<br />priation obtained through established legal channels. If the surface
<br />supply is available, the appropriation will generally be granted; if not
<br />available, it may be necessary to secure it by purchase of existing
<br />rights. In either event, conservation practices must include the exer-
<br />cise of the proper effort to see that all recognized rights are respected
<br />and that land and water resources are developed within this vital require-
<br />ment.

<br />After extensive discussions of problems associated with stock
<br />water facilities by the Pacific Southwest Inter-Agency Committee (59-4
<br />meeting, Las Vegas, Nevada, December 1959; 60-2 meeting, Carson
<br />City, Nevada, June 1960), this report was prepared by a special tas k
<br />force of the Hydrology Subcommittee at the request of the main Commit-
<br />tee.

<br />Instructions to the task force were to develop guides for the
<br />location, spacing, and engineering des ign of stock ponds, which would
<br />incorporate information on the volume, surface area, and depth rela-
<br />tionship of ponds in relation to climate. topography, land cover, live-
<br />stock and/or wildlife use. Consideration was to be given to alternative
<br />methods of meeting livestock needs, including development of runoff
<br />areas, wells, springs, and other methods appropriate for any particu-
<br />lar locality. Suggestions for .improving the uniformity of State require-
<br />ments for stock pond filings and their construction were also requested.
