.

0025~S

.

be included in the study, we have heard nothing further since the

completed report was furnished to the city council. As a matter of

fact, the report concludes that a desalting plant for the city is

not now economically feasible.

The study was the first of its kind ever to be conducted

in the state of Colorado. ~ihile the conclusions were disappointing,

they were nevertheless valuable. The cost estimates provide a g90d

basis for exploring alternate solutions to water quality problems.

Particularly, we believe that the study will cause water supply

agencies to look beyond their own narrow jurisdictions for a solution

to the broader problem of water quality. We are hopeful that the

problem of Las Animas, for instance, will eventually be regarded as

a problem of the entire Arkansas Valley which needs solution. As a

matter of fact, the people in the Arkansas Valley now have under

active consideration a valley pipeline which will provide a common

supply for many of the valley's communities.
The report does clearly point out that we have some water

quality problems in Colorado. My message to you here today is--don't

move to Colorado.

FLS:mm

-9-
